  • The Proposal Of Statute Of The Balkan Society Of Hematology

    1- NAME AND SEAT
    Article 1

    1- The organisation will be called:
    BALKAN SOCIETY OF HAEMATOLOGY
    2- The society shall be an international organisation in the field of science.
    3- The seat of the Balkan Society of Haematology woud not be permanent and is located in the country of residency of the president-in-office. The sectretariat duties of the Balkan Society of Hematology will be assumed by the member country where the president-in-office resides.


    2- AIMS AND MEANS:
    Article 2

    The Balkan Society of Haematology is a nongovermental organization with the following aims:

    1- To advance Balkan cooperation in the field of Hematological practice and research
    2- To support the promotion and development of the best measures on the regional level with a view of ensuring the highest level of Hematological health care for the people in the Balkans observing the human rights according to Helsinki declaration.
    3- To facilitate contact among doctors and scientists involved in Hematology, to promote their scientific activity, to increase medical networking and to strengthen relations of friendship among them.


    Article 3

    The Balkan Society of Hematology shall have the following means of action:

    1- To organize scientific meetings, training courses, conferences, etc.
    2- To establish working parties for hematology fields so as to prepare guidelines.
    3- To publish journals,bulletins,boks etc.
    4- To award prizes and to give fellowships.
    5- To organize exchange programs and visits.


    3- MEMBERSHIPS:
    Article 4

    1- Full members: The Balkan Society of Hematology shall be made up from the full and corresponding members of the National Societies of Hematology from The Balkan countries.
    2- Honorary members: The General Meeting nominates honorary members the natural or legal persons as a recognition of their interest, offer and general contribution to the achievement of the The Balkan Society of Hematology aims. Honorary members do not have voting right and the right of participation to the administration of The Balkan Society of Hematology.
    3- Every member of the Balkan Society of Hematology merits the same rights during exerting his activities and duties. The principles of equality should be strictly observed.
    4- The members of the Balkan Society of Hematology (BSH) carry out the BSH activities complying completely to the laws of their country.


    4- FUNCTIONING AND MANAGEMENT:
    Article 5

    1- For participating in the Balkan Society of Hematology, each national society of haematology should submit a complete list of members.
    2- The functioning and management bodies of the Balkan Society of Hematology shall be: The Council of the BSH and the Executive Committee of the BSH.
    3- Each participating country elects three delegates and appoints the delegate who will participate to the Executive Committee of the Balkan Society of Hematology. The three delegates of each participating country form the Council of the Balkan Society of Hematology.

    Article 6

    1- The Council of the BSH is the dominating body of the Balkan Society of Hematology
    2- The duties of the Council of the Balkan Society of Hematology are:

          - to modify the statutes of the Balkan Society of Hematology, if it is needed;
          - to elect the President, Vice-President, Scientific Secretary, Educational Secretary and Treasurer, for a period of two years;
          - to determine the general activities of the Balkan Society of Hematology for the time period between the meetings of the Council;
          - to decide about publications of the Balkan Society of Hematology;
          - to discuss scientific and professional issues of special interest with other organisations and individuals;
          - to accomplish any other duties to achieve the goals of the BSH.

    3- The Council of BSH is convened regularly every two (2) years, when there is a scientific meeting of the Balkan Society of Hematology. The Council of BSH is also convened in an extraordinary session whenever necessary and at the request of least two national societies.
    4- The decisions of the Council of the BSH are taken in free discussion and by mutual consent.


    Article 7

    1- The Executive Committee of the BSH is the operative body, consisting of one member of each socıety and comprısed the President, the Vice-President, Scientific Secretary, Education Secretary and Treasurer.
    2- The duties of the Executive Committee of the Balkan Society of Haematology are to plan and exercise all activities of the Balkan Society of Haematology - scientific, social and editorial, between the Council meetings for a period of two years.
    3- The Executive Committee is convened regularly every year or whenever necessary.
    4- The duties of the members of the Executive Committee of the BSH are:

    Duties of the President : The President run the BSH and chairs the meetings of the Executive Committee and the Council, arranging the place and the date of the meetings. He represents the Society in all its relations and before any administrative or judicial authority.

    Duties of the Vice-President : He deputizes the President in case of absence or impediment, in connection with all his duties.

    Duties of the Scientific Secretary : He has the responsibility to coordinate the organization of meetings and seminars by the BSH or to promote the participation of BSH members in events, organised by the National Societies. He supervises the edition of any scientific publications of the Society.

    Duties of the Education Secretary : He organises and coordinates the educational programmes of the Society and is responsible for the CME acreditation of the activities.

    Duties of the Treasurer : The Treasurer provides for the follow-up of the society’s revenues, using duplicate receipts, and keeps the Treasury book. He composes the financial report of the Society.


    5- PUBLICATIONS:
    Article 8

    1- The Balkan Society of Haematology can publish periodical and non-periodical publications. The Council approves a publication director and an editorial board consisting of members with relevant experience on that subject.


    6- FINANCIAL SOURCES
    Article 9

    1- The Activities of the BSH are supported by sales of BSH publications, donations and any other allowances from public or private natural or legal persons.
    2- Each National socıety wıll pay a minimum sum of 2 Euro per member as annual subscription. The annual subscription of each national society are used to cover operating expenses of the BSH to fulfill the purposes of the Society. The annual subscription is deposited to the current bank account.


    7- COLLABORATIONS
    Article 10

    1- The Balkan Society of Haematology shall cooperate with WHO, EHA, ISH, BUON, ISBT and all other international or national organizations whose activity serves the attainment of the aims of the BSH.



    8- FINAL REGULATIONS
    Article 11

    The official language of the Balkan Society of Haematology is English.


    Article 12

    After the approbation and publication of the Statute and until the nomination of the first Council of the BSH a provisional administrative body composed by the President and one representative of each participating national society will run the activities. This provisional administarive body will decide the time and the place of first called regular meeting of the Council.


    Article 13

    The statutes can be changed at the proposal of at least two national Societies. The suggested changes shall be sent to the National Societies by the Executive Committee at least two months before a regular meeting of the Council.


    Article 14

    1- The Balkan Society of Haematology shall be formed for an indefinite period. It may be dissolved at any time after decision of the three quarters of the Council. The Society is dissolved in case of deviation of its aims or/and violation of the legislation in force.
    2- Each participating National Society could terminate its membership to BSH by sending a decision of its General Assembly in written to the President of the BSH.


    Article 15

    Every issue that is not provided by the present Statute is regulated by the specıfıc natıonal statutes and the legislation in force about associations ın each country.
