    3. FUNCTIONING AND MANAGEMENT

    Article 9
    The functioning and management bodies shall be: The General Council of The Balkan Society for Hematology, the Executive Bureau (Chair) and the General Secretariat.
    The General Council is the body managing the activity of The Balkan Society for Hematology. The General Council has the greatest powers regarding the management of the business of the Society, i.e.:

    a) to hear, debate and approve the Activity Report presented by the General Secretary regarding its activity;

    b) to receive, debate and approve the Financial Report for the period following the preceding Council;

    c) to hear, debate and approve the Reports of the National Societies (Branches);

    d) to appoint the members of the Executive Bureau (Chair) for a two-year term, by rotation: President in executive office, executive General Secretary,
    Treasurer, Chairman of the Financial Committee and Consulting President. In exceptional cases, the Chairman of the Financial Committee may be re-elected (no more than two terms);

    e) to elect the scientific and management Executive General Secretary for a four-year term. He may be re-elected and he shall be nominated by the Committee of the Romanian Branch from the members of its own committee.

    f) the office of scientific and management Executive General Secretary shall have to:
    • carry out the decisions of Executive Bureau (Chair);
    • provide the liaison between the Executive Bureau (Chair) and the National Branches;
    • organize the publishing of the "Archives of The Balkan Society for Hematology" and of the Bulletin;
    • manage the activity of the international seat located in
    • manage the international relations with non-Balkan medical organizations;
    • manage the budget of the Society and submit the annual Activity Report for the approval of the General Council.

    Article 10
    The General Council shall meet in an Ordinary Session every two years, when there is a scientific meeting of The Balkan Society for Hematology and in an Extraordinary Session whenever necessary and at the request of at least two national branches. The convening and the agenda shall be sent by the General Secretary one month prior to the date of the convening.

    a) It is made up of the President, one of the Vice-presidents, the Executive General Secretary or other delegates from every National Society (Branch),

    b) In the countries where there are subsidiaries, the President or a delegate of the subsidiaries may also participate in the General Council, in the capacity of vice-president of the Executive Bureau (Chair).

    c) The reunions of the General Council shall be chaired and presided by the President in office of The Balkan Society for Hematology, assisted by the General Secretary of The Balkan Society for Hematology or, in his)her absence, by a member of the Executive Bureau (Chair).

    6.1 Every National Society (Branch) has one vote in the Council, which shall be cast by a delegate specially appointed in writing. In the absence of the delegation of one Society (Branch), it may delegate another delegation or the General Secretary, in writing, to cast its vote. All the matters shall be decided with a majority of votes.

    e) Minutes of the meetings shall be drawn up. The minutes shall be signed by the representatives appointed by the Committees of the National Societies (Branches) and by the scientific and management Executive General Secretary and published in the "Bulletin of the Balkan Society for Hematology".

    f) The Committee of the Associate members shall attend the reunions of the General Council and have an advisory vote.

    Article 11
    The Executive Bureau (Chair), in cooperation with the scientific and management Executive General Secretary, provides the continuity of the activity of the organization. It shall be made up of the President in office, the General Secretary, the Chairman of the Financial Committee and the elected president, in the capacity of former president. The President in office, the elected president and the Chairman of the Financial Committee shall represent three Societies (Branches) of the Balkan Society for Hematology. The president of the National Society (Branch) where the following Balkan Medical Week shall be held simultaneously becomes the President in office of The Balkan Society for Hematology. His term of office shall commence immediately after the closing meeting of the Week.

    Article 12
    The General Secretariat has the permanent seat in and provides the preparation and carrying out of the decisions of the General Council. It handles the correspondence, publications, finances and Archives of the Balkan Society for Hematology, according to Art. 12 of the Statute.

    a) The General Secretariat is headed by an Executive General Secretary; The Executive General Secretary represents The Balkan Society for Hematology in court and in civilian life; it organizes the activity of the General Secretariat and appoints its personnel,

    b) The General Secretariat comprises the Scientific Department, which is in charge of the publications, and the Administrative Department, which is in charge of the budgetary, financial and administrative matters. The heads of the two departments are appointed by the General Secretary,

    c) A Report on the activity of the General Secretariat shall be submitted for examination and approval at the meeting of the General Council;

    d) The General Secretariat shall be assisted during the preparation of the Balkan Medical Weeks or of other medical meetings by a scientific Secretariat made up from the members of the National Society (Branch), who has the task of organizing, by rotation, the respective scientific meetings.
